Visakhapatnam: Andhra Pradesh has the potential to emerge as the nation’s frontrunner in quantum technology, said State Minister for Education, IT and Electronics Nara Lokesh. He was speaking at a special session on “Atmanirbhar Quantum – Building India’s Indigenous Quantum Stack in Andhra Pradesh” held as part of the CII Partnership Summit.
Lokesh, attending as chief guest, admitted candidly that his understanding of quantum computing is still evolving, and that he continues to learn every day. Even so, he said the state has shown the conviction to convert ambitious ideas into actionable plans. “To achieve anything, you first need a dream. In Andhra Pradesh, we don’t just dream — we deliver. That is why we are among the first states to craft a full-fledged quantum mission, action plan, and roadmap aligned with India’s vision,” he said.
He outlined the four foundational pillars of the proposed Quantum Valley in Amaravati:

Building a fully functional indigenous quantum computer along with related research and use cases

Developing the software ecosystem around quantum technologies

Creating a strong talent and innovation ecosystem

Establishing advanced hardware manufacturing capabilities
Lokesh said Andhra Pradesh is now positioned to implement a complete quantum mission. “The day the Chief Minister spoke about bringing a quantum mission to the state, I went to ChatGPT to understand what a quantum computer really is. Today, we are working towards building an entire mission around it,” he remarked.
Later, the minister formally released the Andhra Pradesh Quantum Computing Policy 2025–30. In his presence, the state signed MoUs with 23 companies working in various areas of quantum technology.
