How Will ‘Mee Bhoomi’ Blockchain Project’ in Andhra Pradesh Help Secure Land Records?

Amaravati: In a major step towards modernising land administration, the Andhra Pradesh government is set to launch the ‘Mee Bhoomi – Blockchain Pilot Project’, an ambitious initiative aimed at creating tamper-proof, transparent and digitally verifiable land records. Chief Minister N. Chandrababu Naidu will formally launch the pilot, which is expected to lay the foundation for a statewide blockchain-based land records system by 2027.

The project combines blockchain technology, QR code-based land identification and digital land surveys to minimise fraud, improve transparency and simplify property transactions.

What is blockchain and why does it matter?

Blockchain is a decentralised digital ledger that records every transaction permanently and securely. Once information is entered into the blockchain, it cannot be altered or deleted without leaving a complete digital trail.

Applied to land administration, blockchain creates an immutable record of ownership and transactions, making it significantly harder to manipulate records, forge documents or illegally alter ownership details.

How will the ‘Mee Bhoomi’ project work?

Under the pilot project, every parcel of land will be digitally mapped and linked to a blockchain-based record containing key information such as:

  • Owner details
  • Survey number
  • Extent of land
  • Ownership history
  • Registration details
  • Mutation records
  • Mortgages or encumbrances
  • Court disputes, if any

Every future transaction or update will be permanently recorded, providing a transparent audit trail that can be verified by government authorities, financial institutions and property owners.

Seven mandals selected for the pilot

The blockchain pilot will initially be implemented in seven mandals representing different regions of Andhra Pradesh:

  • Aspari – Kurnool district
  • Penumuru – Chittoor district
  • Repalle – Bapatla district
  • Gannavaram – Krishna district
  • Kadiam – East Godavari district
  • Gummalakshmipuram – Parvathipuram Manyam district
  • Kothavalasa – Vizianagaram district

The government plans to evaluate the pilot before expanding the system across the state.

Statewide implementation by 2027

Chief Minister Chandrababu Naidu has set a firm deadline of 2027 to complete QR code-enabled, blockchain-integrated land surveys across Andhra Pradesh. The objective is to permanently eliminate manipulation of land records and build a secure, technology-driven land governance system.

To accelerate implementation, Joint Collectors have been assigned dedicated one-year execution mandates to oversee integration in their respective districts.

How will property owners benefit?

Protection against fraud

Blockchain makes it extremely difficult to tamper with land records or create fake ownership documents, reducing the risk of fraudulent registrations and multiple sales of the same property.

Reduced land disputes

Since the complete ownership history remains permanently recorded, disputes over title and ownership are expected to decline over time.

Faster government services

Processes such as mutation, land verification and registration can become quicker and more efficient with digitally verified records.

Easier access to bank finance

Banks will be able to verify land ownership more quickly, potentially reducing loan processing times for property-backed financing.

QR code-based verification

Each property will receive a unique QR code, allowing government officials, banks, buyers and other stakeholders to instantly access authenticated land records.

Greater transparency

Every modification to a land record will be traceable, helping reduce opportunities for corruption and unauthorised changes.

Does blockchain replace land registration?

No.

Blockchain serves as a secure record-keeping platform rather than a replacement for the existing legal framework governing land registration. Property transactions will continue to follow the Registration Act and established procedures at Sub-Registrar offices.

Challenges remain

While blockchain can significantly improve the integrity of land records, experts point out that the technology is only as reliable as the data entered into it. Any inaccuracies in the initial survey or digitisation process could persist unless corrected before migration.

Similarly, blockchain cannot by itself resolve existing ownership disputes or pending court cases. Those will continue to be governed by legal and judicial processes.

A significant governance reform

The ‘Mee Bhoomi – Blockchain’ initiative represents one of Andhra Pradesh’s most ambitious governance reforms in the land sector. If successfully implemented, it could substantially reduce record tampering, improve investor confidence, simplify property transactions and provide greater legal certainty to landowners.

For a state that has long grappled with land disputes, forged documents and lengthy title verification processes, the project has the potential to transform land administration through technology, transparency and digital trust.
